Attendant Care
What is Attendant Care?
The Attendant Care Program provides for basic and ancillary services which enable an eligible individual to remain at home and in the community rather than in an institution, and enables persons with disabilities to carry out functions of daily living, self care and mobility.
What Are the Benefits?
Attendant Care provides greater independence that enables a person to:
- keep medical appointments
- hold a job
- attend school
- participate in activities on a regular basis
Who Is Eligible?
Anyone 18-59 years old who is: physically disabled mentally alert capable of interviewing, hiring, firing, supervising, and directing an attendant anticipates being disabled more than one year

Medical Assistance (MA) Waiver Program
Attendant Care ACT 150 Waiver Program
Pennsylvania Department of Aging (PDA) Waiver Program
Office of Mental Retardation (OMR) Waiver Program
What counties does CILNCP serve?
CILNCP provides attendant care services in the following Pennsylvania Counties:
Bradford, Cameron, Centre, Clearfield, Clinton, Columbia, Elk, Jefferson, Lycoming, McKean, Montour, Northumberland, Potter, Snyder, Sullivan, Susquehanna, Tioga and Union.
Services available
Basic services include, but are not limited to:
- Assistance doing transfers in and out of wheelchairs.
- Assistance with doing personal care,
such as:
- bathing
- health maintenance activities
- dressing and grooming
- eating, including meal prep and clean-up
Ancillary Services include:
- Homemaking services that include :
- shopping
- laundry
- cleaning.
- Companion type services that include
- Transportation
- letter writing
- reading mail
- and escorts to and from appointments.
- Assistance with cognitive tasks that Include:
- budgeting and finances
- planning activities and decision making.
Ancillary services are not provided unless the consumer is receiving basic services.
Models of Service
The Pennsylvania Model
The PA Model of Attendant Care provides a continuum of services enabling persons with disabilities to choose the appropriate model of care ranging from:
Agency Model to Fully Consumer Managed Model
This choice allows the consumer the opportunity to receive Attendant Care Services and progress to accept a higher level of control of their services.
Payment for Services
Services for Attendant Care are free for financially eligible people. For those over the eligibility limits, fees are based on a sliding scale formula.
Attendant Care Services are made possible through funding provided by the PA Department of Public Welfare.
