Bobby Simpson

Bobby C. Simpson began his term as a Board Member for the Board of Directors for CILNCP in the fall of 2006. Bobby is the Chairman of the Board and serves on the Personnel Committee and Chairs the Finance Committee.

Bobby is currently enjoying retired life after spending the last 16 years of his life working as Commissioner of both the Arkansas State Vocational Rehabilitation Agency as well as the Oregon State Vocational Rehabilitation Agency.

Having been a wheelchair user since the age of 18, Bobby has experienced many challenges living and working independently in the community. His adult life has been focused on promoting consumer-driven services for persons with disabilities. By serving as a Board Member he hopes to assist CILNCP in promoting the access, independence, and equality of persons with disabilities in our community.

On a personal note, Bobby and his wife Connie have four children and two grandchildren. He is a big fan of all major sports and really enjoys going to the Little League World Series.

Henry Colling

Henry (Hank) Colling is the President of the Board of Directors for CILNCP. Hank became a Board Member in 1996 when he was invited by the Executive Director. He serves on all CIL Committees and volunteers with the Accessible Parking Enforcement Group and Barriers Busters.

Hank is a member of Paralyzed Veterans of America, the Spinal Cord Injury Society, the Submarine Veterans, and the Knights of Columbus. He also enjoys volunteering for his church and antiquing. On a more personal note Hank is married with 5 children and 11 grandchildren.

John Andreacci

John N. Andreacci is a member of the Board of Directors for CILNCP. John became a Officer in the fall of 1997. He serves on the Public Relations and Fundraising Committees.

John also enjoys volunteering with Eagle Scouts and Children & Youth foster families. Currently he owns Andy's Taxidermy Studio.

The desire to help others with disabilities is what brought John to CIL.

On a personal note John and his wife have a son which they adopted through Children & Youth Foster Family. John enjoys hunting, fishing, and the outdoors.

Kay teaches Sign Language Classes at Roads to Freedom. She also was a big Participant in the 2010 Little League Welcome Parade, Her Childrens Sign Language class made shirts and wore them during the parade.

Kevin Kilpatrick

Email Kevin Kilpatrick

Kevin W. Kilpatrick is the Vice Chairman of the Board of Directors for CILNCP. Kevin became a member of the Board in 1995. In the past he has held the potion of Board Treasurer. Currently, Kevin serves on the Executive Committee and the Finance Committee, as well as Heading the Transportation Committee. He is also the proud holder of the 2005-2006 CILNCP Volunteer of the Year Award.

Kevin is the Planning Manager/Special Service Manager for River Valley Transit (RVT). Kevin's job as the ADA Coordinator with RVT is what brought him to CILNCP. When the ADA was passed, he was in charge of compliance for RVT and began working with various social service agencies. RVT formed an ADA/Transit Advisory Committee, which brought him to meet with the Executive Director of CILNCP. At that time, Kevin was invited to serve on the CIL Advisory Committee during CILNCP's opening as a satellite of the CIL of Camp Hill.

Kevin, a strong advocate for accessible transportation for everyone, has managed RVT’s ADA complementary paratransit service since its inception in 1992. This service is for individuals with disabilities that can’t utilize the fixed route bus system.

On a personal note, Kevin has been married to Crystal Y. Kilpatrick since 1988 and has four children. Two of his children have disabilities. Therefore, Kevin understands and supports the CIL’s mission and purpose.
