Email Bobby Simpson
Bobby C. Simpson began his term as a Board Member for the Board of Directors for CILNCP in the fall of 2006. Bobby is the Chairman of the Board and serves on the Personnel Committee and Chairs the Finance Committee. Bobby is currently enjoying retired life after spending the last 16 years of his life working as Commissioner of both the Arkansas State Vocational Rehabilitation Agency as well as the Oregon State Vocational Rehabilitation Agency. Having been a wheelchair user since the age of 18, Bobby has experienced many challenges living and working independently in the community. His adult life has been focused on promoting consumer-driven services for persons with disabilities. By serving as a Board Member he hopes to assist CILNCP in promoting the access, independence, and equality of persons with disabilities in our community. On a personal note, Bobby and his wife Connie have four children and two grandchildren. He is a big fan of all major sports and really enjoys going to the Little League World Series.
Email Carol Butler
Carol began her position as Fiscal Assistant in September, 2008. She earned her Associates degree from Belleville Area College, now Southwestern University of Illinois. She has done bookkeeping and secretarial work for nonprofits over the years and is thrilled to be able to continue to work for a nonprofit agency serving the needs of persons with disabilities. On a personal note, Carol and her husband, John (who is the pastor of Wings of Love Community Church in South Williamsport), have been married 30 years and have three children and four grandchildren. Carol volunteers in various capacities at her church including the Food Pantry Director, Sunday School teacher, and Outreach Ministries Coordinator.

Cynthia (Cindy) is the Advocacy Service Coordinator for the Center for Independent Living of Northcentral PA. Cindy has been associated with CIL since it first opened in 1995. She works in the advocacy department and her favorite part of the job is working with the legislators to enforce or rewrite laws. Cindy’s says, “I cannot be the only person with a disability that the legislators hear from. It takes all persons with disabilities to come together to make change. So, don’t be afraid to contact your legislators to make your voice heard. They are there to protect your rights.”

Email Dusty Holt
Dusty is a Waiver Coordinator in the Home and Community Base Services Department for CILNCP. She has an associate degree in Criminology from Indiana University of Pennsylvania, and a Bachelor’s Degree from Pennsylvania State University. Dusty has been employed by Goodwill Industries and assisted individual with disabilities in locating employment and job training. She also has a background in child welfare and has been employed with Clearfield County Children, Youth and Family Services where she became a Certified Child Welfare Direct Service Worker. Dusty came to us from Ashler Manor where she was employed as a case manager. On a personal note, Dusty can be found most weekends with her family either at her home or at any sporting event that her son may be participating in. In addition, she enjoys traveling, visiting her brother in New York City, camping and hiking in the summer months.

Eric Haymon is a IM4Q Program Coordinator for CILNCP. Eric has been volunteering at CILNCP for seven years and has been a great asset. He has been active in IM4Q, Barrier Busters, and other advocacy/legislative issues. He has gone to Harrisburg to advocate for people with disabilities
Email George Morton
George came to the Independent Living movement from the professions of journalism, business, counseling and the ministry. George earned a Bachelor's in Christian Education & Administration in 1991 and a Master's in Religion & Counseling in 1992 from Liberty University, Lynchburg, VA, after returning to school at age 42. He has served as a church pastor since 1992. Being a person who has had a lifelong experience with a disability, George began his entry into Independent Living in 1994 as a peer counselor/life skills instructor with a former PA CIL (Center for Independent Living). He was hired as Project Director to establish the CIL of North Central PA in 1995, and then was named Executive Director on October 1, 1998. George retired as Executive Director on Dec. 31, 2007 and was retained as an consultant to the board and the new Executive Director. Having experienced first hand the issues that people who have disabilities face, he is constantly striving to break down barriers that would hinder individuals with disabilities from having proper information, opportunity and access that would empower them to have control over their lives and in turn lead to a personal sense of well-being and quality of life that is a most basic freedom for all persons. An understanding wife, three daughters and two grandsons have nurtured his personal life.

Henry (Hank) Colling is the President of the Board of Directors for CILNCP. Hank became a Board Member in 1996 when he was invited by the Executive Director. He serves on all CIL Committees and volunteers with the Accessible Parking Enforcement Group and Barriers Busters. Hank is a member of Paralyzed Veterans of America, the Spinal Cord Injury Society, the Submarine Veterans, and the Knights of Columbus. He also enjoys volunteering for his church and antiquing. On a more personal note Hank is married with 5 children and 11 grandchildren.

Email James Baker
James attended the Hiram G. Andrews Center and received a associates degree in Computer Servicing. He also worked many years in retail sales and retail management. Those years helped him to relate with the public and understand and respect different people. James is a native of Williamsport, and loves to garden and build scale models for an HO scale train layout. He’s volunteered for a wide variety of nonprofit groups over the years, and has enjoyed helping people gain the necessary skills to increase their independence. He also creates art in many mediums. As the Peer Support Coordinator James develops volunteers and consumers into mentors. James also assists with the autism community inclusion and the autism spectrum disorder group. In addition to his regular duties he helps with teaching independent living skills, such as cooking, cleaning, and laundry.

John N. Andreacci is a member of the Board of Directors for CILNCP. John became a Officer in the fall of 1997. He serves on the Public Relations and Fundraising Committees. John also enjoys volunteering with Eagle Scouts and Children & Youth foster families. Currently he owns Andy's Taxidermy Studio. The desire to help others with disabilities is what brought John to CIL. On a personal note John and his wife have a son which they adopted through Children & Youth Foster Family. John enjoys hunting, fishing, and the outdoors.

Email Julie Bair
Julie started working at the CIL in October of 2009 as the Independent Living/ Assistive Technology Service Coordinator. Julie graduated from Pennsylvania College of Technology in May of 2009 with a Bachelor degree in Human Services. She has experience in the human service field with previous employment at Hope Enterprise in a group home and at Bethesda Alternative Education Program as a teacher’s aide. Julie was on the Board of Directors at the Children’s Discovery Workshop and volunteered for the Teen Parenting Coalition. Julie is a wife and mother of two, daughter Nadera and son Wyatt. She enjoys scrapbooking, reading and spending time with her family.

June Wright is the Billing Coordinator for CILNCP. She carries a background of non-profit accounting as well as customer service and sales. June received her Associate in Business Administration with a minor in Accounting from the Williamsport School of Commerce. She understands the struggles that those with disabilities face, as she was a caregiver for her mother who had Multiple Sclerosis. On the personal side, June was recently married on May 19, 2007 and has two granddaughters. She and her husband, Ron, are active members of the Door Fellowship Church and enjoy walking their golden retriever Dakota.

Kay teaches Sign Language Classes at Roads to Freedom. She also was a big Participant in the 2010 Little League Welcome Parade, Her Childrens Sign Language class made shirts and wore them during the parade.
Email Kevin Kilpatrick
Kevin W. Kilpatrick is the Vice Chairman of the Board of Directors for CILNCP. Kevin became a member of the Board in 1995. In the past he has held the potion of Board Treasurer. Currently, Kevin serves on the Executive Committee and the Finance Committee, as well as Heading the Transportation Committee. He is also the proud holder of the 2005-2006 CILNCP Volunteer of the Year Award. Kevin is the Planning Manager/Special Service Manager for River Valley Transit (RVT). Kevin's job as the ADA Coordinator with RVT is what brought him to CILNCP. When the ADA was passed, he was in charge of compliance for RVT and began working with various social service agencies. RVT formed an ADA/Transit Advisory Committee, which brought him to meet with the Executive Director of CILNCP. At that time, Kevin was invited to serve on the CIL Advisory Committee during CILNCP's opening as a satellite of the CIL of Camp Hill. Kevin, a strong advocate for accessible transportation for everyone, has managed RVT’s ADA complementary paratransit service since its inception in 1992. This service is for individuals with disabilities that can’t utilize the fixed route bus system. On a personal note, Kevin has been married to Crystal Y. Kilpatrick since 1988 and has four children. Two of his children have disabilities. Therefore, Kevin understands and supports the CIL’s mission and purpose.

Lana began employment at the Roads to Freedom CILNCP in September of 2010 as the Deaf and Hard of Hearing Service Coordinator. In addition, Lana continues to be employed as a Community Support Associate by Community Interactions at Signing Places, a residential community home for persons who are Deaf or Hard of Hearing. Lana graduated from the Wyoming Technical Institute (WyoTech), Blairsville, Pa. in September of 2006 with an Associate’s degree in Automotive Technology and Applied Service Management. She has been deaf since early childhood and is the second- generation of a Deaf family. She also has been a member of the Pa. Society for the Advancement of the Deaf since 1993, previously been on the board of PSAD, served in various capacities as an officer of PSAD and the former Lycoming Valley Association of the Deaf, and currently acts as a support service provider for persons who are Deaf-Blind. What sparse leisure time that remains is spent enjoying time with family and friends, reading, anything of a vehicular nature, the outdoors, and bowling.

Email Lucina Campbell
Lucina (Cindi) Campbell an Independent Living Service Coordinator with CILNCP. She provides assistance to people with disabilities in a variety of ways. Whether it's peer support, advocacy or individualized life skills training such as budgeting, cooking, self-awareness etc. Her goal is to help the people she serves to live more independently. Cindi's job allows her the wonderful opportunity to reach out to others and empower them "to do and be their best". It is her sincere desire to truly make a difference. Cindi is a native of Williamsport. After graduation from High School she served in the U.S. Army as a member of The Old Guard and as a journalist for the PENTAGRAM NEWS in Washington, D.C. Since then she has worked in the Williamsport School District where she gained experience and knowledge in the special education field. Cindi is currently working on a degree in Early Childhood Education to better serve her younger consumers. Cindi enjoys her daughter and grandson, her three mini dachshunds and making new friends.

Marc earned a bachelor’s degree in Public Relations from Susquehanna University. He has worked in youth behavioral corrections for three years as a Youth Social Services worker, a Case Manager, and the Intensive Secure Unit Supervisor for Northwestern Human Services, Northwestern Academy. Marc began working at the CILNCP in March of 2009 as the Independent Living and Specialized Services Coordinator. Having a mother with Essential Tremors, and a best friend with Cerebral Palsy, Marc has a passion for helping people with disabilities become as independent as possible. He hopes that while working for the CILNCP, he is able to reach out beyond his personal means to make a positive impact in people’s lives. Aside from a growing career in Human Services, Marc is also a youth advocate and a musician. Outside of work he has taught the Shikellamy High School Marching Braves percussion section for six years, and he now teaches the Williamsport High School Marching Millionaires percussion section. Marc was a member of the 2002 Capital Regiment Drum and Bugle Corps and the World Champion 2003 Hawthorne Caballeros Drum and Bugle Corps. Marc is currently a member of the 2009 Hawthorne Caballeros, along with 11 of his students from Shikellamy and Williamsport High Schools. “My greatest accomplishment is watching students I have taught in high school grow into musicians far greater than I ever will be. I’m proud that I have been able to inspire that kind of hunger and passion for excellence in others. I am happy just to get these kids off the streets and away from the TV’s, but to see some of them excel the way they are, I’m very proud of that.”
Email Marie Prince
Marie L Prince is the Finance Management Service Provider for CLINCP; she started in September, 2008. She earned her Associate Degree in Business Administration from Williamsport School of Commerce, now called The Newport Business Institute. Marie is a native of the Jersey Shore area. She has been married to her husband, Ray for 16 years. Marie’s mother currently resides with them and is a consumer of the PDA CLINCP under the PDA Waiver. Marie is glad to know that the PDA wavier is available because it gives her mom the independence to live at home with her family. They live out in the wildness enjoying the wildlife animals around them, and their two dogs, three cats and rabbit. Marie’s family goes camping, skiing, biking, hiking, traveling and to the seashore. She also does gardening, and landscaping around their home. As a deaf person, Marie’s main future goal is to start up a Deaf Social Club. She wants to give the deaf a chance to unite with one another. Marie’s philosophy is that anyone can do anything they want in life, just as long as they try and don’t give up hope. Marie enjoys working with her colleagues at CILNCP and carrying out the mission of the agency.

Martin is the Fitness Coordinator for the Independent Living department at ROADS To Freedom. He received his Physical Fitness Specialist A.A.S in 2009 and is currently pursuing a Bachelors of Applied Health at Pennsylvania College of Technology. Martin has many hobbies but the ones that continue to pique his interests are fitness and being a GIANT nerd. Martin’s future goals (outside of living a long, healthy, and happy life) are: never stop learning, continue to fight for the rights of the down-trodden, and to own a jetpack (which he will use to help the down-trodden). “I have worked at several places: I was a Barista, a rock climbing wall instructor, a gym attendant, and a personal trainer. None of the jobs I listed consistently bring the satisfaction and joy that ROADS To Freedom gives me on a daily basis.”
Email Meagan Murray
Meagan is a native of Williamsport area, born and raised in the nearby town of Hughesville, Pennsylvania. She graduated from Pennsylvania College of Technology with an Associate’s Degree in Human Services. During college she learned about the CIL (Now ROADS To Freedom CILNCP) through an internship with our Independent Living Department. After graduation she decided to become a volunteer and was hired as an IM4Q Service Coordinator. Later on she took the position of Volunteer Coordinator. Having cerebral palsy herself, Meagan appreciates that this agency sees the person, not the disability and agrees that we can be the "ROAD To Freedom" for so many people with disabilities. Meagan's passion is a nonprofit Christmas project she created 12 years ago called "Meagan's Box". With the support of many people, this project has provided hundreds of Christmas gifts annually to local children and recently became a foundation.

Mike Ciccarelli graduated from Mansfield University in 2008 with a Bachelor of Science in Psychology. He now resides in Williamsport with his wife and 2 Labrador retrievers. Mike worked as a TSS coming out of college and then as a Utilization Review manager at White Deer Run after moving back to Williamsport. Currently, Mike is working as the employment coordinator and is looking forward to creating job openings for consumers at the CIL. He enjoys watching football in the winter, playing golf in the summer, and trips to Caribbean at any time no matter what the season!

Email Misty Dion
Misty Dion is the Director of the Independent Living Services Department for Roads to Freedom CIL. Misty began working here in February of 2005. She has two Associate Degrees in Human Services. One from Alfred State College of Technology in Alfred, NY and one from Pennsylvania College of Technology in Williamsport. Misty also earned a Bachelor Degree in Human Services from Pennsylvania College as well. One of the best parts of her job is promoting disability awareness, as it is an integral part of public awareness, which in turn, helps eliminate the physical and attitudinal barriers that people with disabilities continue to experience. Misty's philosophy is: “There is good in every person and the negative perceptions perceived by others are merely the reflections of their own insecurities. Although it may not always be clear in the moment, every person is trying the very best that he or she can in any particular situation.” This inherent belief in human beings guides her throughout her interactions with consumers. It also helps her be mindful of the unique and positive qualities instilled in others. At the same time, this philosophy reminds her to stay positive and genuine while continuously striving to be as objective as possible. On a personal note Misty enjoys spending time with her family, traveling and athletics.

Ray is the Director of Administrative Services. Ray has a bachelor’s degree from Penn State University in Kinesiology, in addition to 20 years of office/business management, human resources, and marketing experience. As an individual with scoliosis, and a double amputee, Ray understands the unique challenges of daily living with a disability. He has spent most his life building a lifestyle of health and wellness, which has enabled him to pursue a multitude of interests. As well as providing training and support to the department, he hopes to draw from his education and personal experience to help others see and achieve their potential. On a personal note Ray’s passions include spending time with his family, fishing, reading, exercise, spoiling his wife, and did I mention fishing?
Email Renee Sluzalis
Since assuming the role of Executive Director in January 2008, Renee’s vision and leadership has guided CILNCP to new levels of advocacy and service in the north central region of PA and beyond. CILNCP is now referred to as Roads To Freedom (RTF) Center for Independent Living of North Central PA as the new image has engulfed new programs and new ideas that have fostered strong disability rights and healthy independent living for people with disabilities. Renee began her employment at CILNCP in 1999 as an Independent Living Specialist, later became the Statewide Action Team Community Organizer, and then Independent Living Department Manger before being selected as ED. Renee has a lifelong experience living with persons with disabilities. Her father was a Disabled Veteran and her oldest daughter has Cerebral Palsy. She finds herself constantly trying to stay one step ahead of her daughter’s next hurdle in life and feels truly blessed to be in a position that helps remove those barriers, not only for her daughter but for the countless others behind her. Renee has three children, Brittani, Shaylin and Makaylin. Renee has served as chairperson for several disability related committees in CILNCP service areas but gainful employment for people with disabilities is where her passion lies. Renee also sits on the PA State Independent Living Council (PCIL) State Independent Living Council (SILC) and Disability Rights Network (DRN) boards. As Executive Director, Renee has continued to build upon, and expand, an independent living center that has become a strong and growing voice for persons with disabilities.
Email Rose Kelly
Rose is is the Receptionist for CILNCP. She also currently serves as a volunteer for the IM4Q Program. Rose is a native of Brooklyn, New York and has resided in the Williamsport area for 17 years. She attended 2 years of schooling at the College of New Rochelle in Brooklyn, New York. Rose has various education and work experience in early childhood education and social services. Being a person with a disability herself, Rose understands the philosophy of Independent Living and what people with disabilities experience.
Email Shawn Starr
Shawn Starr began working at CIL in November of 2009 as an Independent Living Services Coordinator. Shawn begun to understand life as a person with a disability in 2003 when she suffered an asthma attack that caused her to flat line for 10 minutes. During this time she had 2 massive strokes due to lack of oxygen to her brain. Due to the antibiotics she was receiving while in her coma she lost 50% of her hearing in both ears. Also, unable to breathe on her own she required intubation. This permanently stretched out her vocal chords, making speech nearly impossible. She first contacted CIL seeking help for a means to communicate. They provided her with a communication device. Using this machine Shawn went back to college at Lock Haven University and graduated with her BS in Biology. She has lived with many neurological disabilities during the 6 years since she flat lined. In doing so she has become familiar with the discriminations and problems that people with disabilities face. Shawn is a highly driven individual. She is hoping to teach others with disabilities to never give up and that they too can achieve their dreams. Shawn is now the Independent Living Services Coordinator for CIL and will have the opportunity to bring her own life skills and positive attitude to others in the same situation. “This is a dream come true for me”, she states, “to have the opportunity to bring hope to peoples’ lives through our services and resources.”

Sheena Mickey is the Specialized Services Coordinator for CILNCP. She comes to us with several years experience working in social services. She last worked for Valley View Nursing Center, in Mon-toursville, as a Caseworker. Sheena received her Bachelor of Science Degree, in Psychology, from the University of Pittsburgh, Johnstown, PA in 2004 Sheena loves spending time with her fiancé, Travis and Golden Retriever, Sadie. She enjoys playing volleyball and softball and watching the Philadelphia Eagles. She is also involved in the Alzheimer’s Association Memory Walk for Clinton/Lycoming Co.
Email Steve McAnnaney
Steve McAnnaney (pronounced Mack ‘n’ Annie) began work at the Center for Independent Living in July, 2010 as the Autism Service Coordinator. He recently graduated from Marywood University with a Master’s of Social Work in May and is excited for the opportunity to assist people with autism in achieving their goals. His previous experience with autism includes four years as a TSS where he always had at least one client with autism, and 20 years of experience (and counting) of life as the older brother to a young man with autism. As both a professional and a brother, Steve is eager to play a role in empowering individuals to reach their potentials and in expanding autism services in our area. In his free time (which is becoming increasingly scarce), Steve enjoys working on his Mustang, attempt-ing; but not necessarily completing home improvement projects, volleyball, writing, and spending time with his lovely wife, caring family, and amusing friends.

Email Theresa Williams
On the morning of September 17th, 1999, a storm was brewing. Little did Theresa know it was just the beginning of the many storms that would occur in her life. She was on her way to work. At the time she was a resident advisor for the elderly population here in Williamsport, Pa. That morning she had a very severe car accident that mangled her legs. The doctors did what they could, but the accident left her a wheelchair user with very little mobility. She had never imagined a busy about-life person such as herself becoming a person with a disability. It was a very hard situation to deal with at first. She felt like she was imprisoned, her options became few, barriers began to pop up in every aspect of her life. Theresa's loss of dignity and the bottom dropping out of her self-esteem made her feel hopeless and powerless. She needed help. Theresa didn't know where to begin, but she knew that she had to get some acceptance with her disability in order to get her life back to its previous status. She had worked with people with disabilities for over 15 years. She began to play some of the tapes in her head of some of her own words; in other words, she began to take some of her own advice. She contacted the Labor Board, OVR, Home Health Services and any one else she thought would help (or just listen). Through God's grace, Theresa found the inner strength to put her life back on track. She returned to Penn College in the fall of 2000. Theresa began to participate in activities with her foster son, Kevin, who has encouraged her constantly throughout her endeavors. The love that grew between us during this trying time was her most supportive tool. Her husband, Tony, was with her every step of the way to support and encourage. Since then, Theresa has learned to persevere through the barriers and stigma that is associated with people who encounter disabilities. This situation/tragedy has helped her get a clearer idea of who she is. She graduate from Penn College on May 19th 2001. Theresa work here at CIL will open the doors necessary for her to reach and encourage others who encounter disabilities. Theresa also hopes to help others develop coping skills and motivational strategies so that they might live their lives to the fullest of there potential and the highest of quality. Her initial goal here at CIL is to help people overcome obstacles and become accountable for their futures. Some inspiration: Learn to cope and face your challenges in order to maintain your independence.
Email Virday Brown
Virday is a Williamsport native and serves as an active member of the Ebenezer Baptist Church. She has six children, 16 grandchildren, and 11 great-grandchildren. She raised three foster children.
