Statewide Action Team (SWAT)
The StateWide Action Team (SWAT) exists to assist individuals with disabilities as well as their family and friends in creating a barrier free world. Your rights are our concern, such as: Accessibility, Communications and State and Local Transportation.

You can be a part of making change by getting involved with an advocacy group. If a group doesn't already exist that fits your needs, we can help start a group.
SWAT means working with or forming local Regional Action Teams (RATs) to work on disability issues of concern to them. RATs groups are formed in your own area with the help of the CILNCP Disability Rights Advocate. Some of the issues that have been previously addressed include curb cuts, restrooms, restaurants, hotels, public buildings, communication, housing, and transportation. Local RATs groups are:

Accessible Parking Abuse Enforced with Group's Assistance
The CILNCP Accessible Parking Enforcement Group has spearheaded a program to combat abusers of accessible parking. By creating Accessibility Parking Enforcement Surveys, the group has been given approval from Centre, Lycoming, Northumberland, Snyder, and Union Counties to use the form.
Completed surveys will be placed on cars that don't belong in accessible parking spaces. A copy of this survey will also be forwarded to the appropriate police departments, which will issue citations and fines; 95% of the collected fines will go to the Pennsylvania Attendant Care Program to help people with disabilities live more independently.
The group plans to expand this service to the other counties that CILNCP servers. If the program is successful, CILNCP will also assist in making this a statewide program.
