Disaster Relocation & Relief

     For over 20 years, Roads to Freedom Center for Independent Living (RTFCIL) has a history of advocacy and support to promote individual choice and freedoms for people to live independently in their community and avoid institutional care. RTFCIL’s intention is to partner with the healthcare industry to help improve the lives of people with disabilities as they navigate the challenges of post-acute discharge planning.

     We have identified many barriers across the state and have worked tirelessly to educate healthcare providers, social workers, elected officials, and community members on the benefits that are available to promote freedom of choice, and independent living.

     Centers for Independent Living have been the pioneers of community transition programs and want to use our expertise to provide safe alternatives during and after a disaster. The COVID-19 pandemic has proven to be an example of how congregate living settings cause a direct correlation of increased deaths with those who have co-morbidities.

The Disaster Relocation and Relief Program (DRRP) is designed to offer safe alternatives to temporary housing, meals, durable medical equipment, and direct nursing care supports. This has been piloted in other parts of the country and has sounded successful.

The goal of this program is to get people out of these congregate settings and into a cohort environment (one person-per room) with appropriate staff/care and personal protective equipment.

Nursing Home Transition (NHT) providers like RTFCIL are already doing the work to get people out of institutions and into community living with home and community-based services and supports so that people can maintain safety, independence, and dignity.
