DIRECTOR OF FINANCE
LOCATION: Williamsport, PA TYPE: Full-time
SUMMARY
The primary purpose of the position of the Director of Finance is to provide support to the RTFCIL Administration through information analyses (e.g. current profit and loss reports, actual performance vs. budget, etc.), preparation of RTFCIL data/analyses for review by various department managers throughout the RTFCIL who benefit from the information in making informed business decisions.
The Director of Finance is responsible for assisting the Administration in monthly budget reviews, identification of areas for cost reductions, annual budget process, periodic forecasting, and periodic analysis of operations performance.
The Director of Finance will supervise the fiscal team, consisting of the representative payee and billing staff.
EMPLOYMENT COORDINATOR
LOCATION: Williamsport, PA TYPE: Full-time
SUMMARY
The primary purpose of the position of the Employment Coordinator is to provide assistance to consumers and staff of CILNCP of core services (peer support, individual/group skills training, advocacy, information & referral, and service coordination) including Assistive Technology (AT), Employment Network (EN or Ticket to Work - TTW), Youth Pre-Employment Transition Services (Pre-ETS), and Person Centered Counseling (PCC). Services are primarily governed through the provisions for CILs set by the Administration of Community Living (ACL) grant, Department of Health and Human Services, Social Security Administration, PA’s Initiative on Assistive Technology (PIAT), and Office of Vocational Rehabilitation (OVR).
MANAGER OF PROGRAMS & SERVICES

SUMMARY
The primary purpose of the Manager of Programs & Services is to oversee the goals and objectives of all programs including services offered through contract agreements for Roads to Freedom Center for Independent Living (RTFCIL). The Manager is responsible for monitoring the operations of each program component including compliance with licensing and accrediting organizations, program design, and supervision of administrative functions. This individual will work collaboratively with other members of the Senior Leadership Team (SLT) and act as a lead to the Programs and Services Leadership Team (PSLT), to establish general guidelines and policies so as to promote decision making based on the needs of consumers’ both individually and as a whole all the while adhering to the program’s Independent Living philosophy and RTFCIL mission.
The Manager of Programs & Services is responsible for contract compliance and the oversight of the services provided to consumers through all Grants & Fee for Service Programs within the agency. This includes the Short Term Services and Supports (STSS) such as Independent Living services: life skills training, peer counseling, advocacy, information & referral and transition services administered by the Administration for Community Living (ACL); Assistive Technology services administered through Technology for Our Whole Lives (TECH OWL) Institute on Disabilities at Temple University; Ticket to Work (TTW)/ Employment Network (EN) services administrated by Social Security Administration (SSA); Adult Autism Waiver and Adult Community Autism Program (ACAP) services administered by Pennsylvania's Department of Human Services (DHS), Office of Developmental Programs (ODP), and Bureau of Supports for Autism and Special Populations (BSASP). This also includes Long-Term Services and Supports (LTSS) and Nursing Home Transition (NHT) programs, administered by the DHS, Office of Long-Term Living (OLTL) and Managed Care Organizations (MCO’s).
COMMUNITY PARTICIPATION SUPPORTS (CPS)
LOCATION: Muncy/Hughesville, PA areas TYPE: Part-time
SUMMARY
The Community Participation Support Staff is responsible for providing support to consumers within the community by building consumers’ interests in skill development and potential for employment. Our consumers may have an intellectual or developmental disability or autism and staff may work with more than one consumer either independently, or in small groups of 2 or more. Staff will support consumers in participation in integrated settings of community life, secondary to employment as a primary goal. Staff are an important component of our consumer’s life, therefore, may be required to provide some assistance with personal care, and transportation to and from activities and/or any employment-related supports.
NURSING HOME TRANSITION COORDINATOR

SUMMARY
The primary purpose of the position of the Nursing Home Transition Coordinator is to provide assistance with the goals and objectives of the various programs within the CILNCP Nursing Home Transition Program, ensuring that the program operations are in compliance with the regulations set forth by the funding source.
